Consider eliminating two tiers on the bottom of government and creating a new office above the Office of the President to baby-sit and describe or escape kidnappings. We can call this the office of sanity and non spies. If this office identifies a kidnap or a defection victim, they have their life restored and an army goes after the communist and enemies. Consider a new office above yours to bring back sanity and authority. The office must be specifically for kidnappings and defections or insanity and blame. Trust would be restored quickly especially when staffed with military officials ready to slash and burn.
